Personal Assistant Services (PAS)


Personal Assistant Services (PAS) provide medically necessary, person-centered support to help individuals remain safe and independent in their homes and communities. PAS follows a preventative wellness model with Registered Nurse (RN) oversight and a consumer-directed approach, allowing individuals—or their authorized representatives—to actively participate in directing their care.

 

PAS is available under the New Hampshire 1915 (J) Service program and is designed to support individuals of any age who meet medical and functional eligibility requirements.


PAS May Include Assistance With:

 

  • Bathing and personal hygiene
  • Dressing and undressing
  • Toileting
  • Transfers and mobility assistance
  • Meal preparation
  • Light housekeeping related to the participant
  • Laundry
  • Grocery shopping
  • Range of motion exercises
  • Assistance with medications (as allowed by Medicaid rules)
  • Bowel and bladder programs
  • Other medically necessary tasks outlined by New Hampshire Medicaid

 

All services are delivered according to an individualized Plan of Care and overseen by an RN.

Am I Eligible for PAS?

Eligibility for Personal Assistant Services is determined through a clinical assessment completed by a qualified nurse, in accordance with He-W 552.03 and the New Hampshire 1915 (J) Service program.

 

An individual may be eligible if they:

 

  • Are of any age under the 1915 (J) Service program
  • Live in a non-institutional setting
  • Require at least 2 hours per day of medically necessary PAS
  • Have a demonstrated need for assistance with at least 2 Activities of Daily Living (ADLs), such as:

  • Bathing or grooming
  • Dressing or undressing
  • Eating
  • Mobility
  • Range of motion exercises
  • Taking medications
  • Toileting


  • Can self-direct their care or have an Authorized Representative (such as a parent or legal guardian) who can:


  • Make informed decisions about services
  • Select, direct, and supervise the PAS caregiver
  • Participate in the development and implementation of the Plan of Care

Tasks PAS Caregivers Cannot Perform

Personal Assistant Services are medically oriented and do not include general household or companion services. PAS caregivers may not perform the following:



  • Companionship or social visits
  • Playing games or entertainment activities
  • Yard work or outdoor maintenance
  • Washing windows
  • Pet care (unless related to a service animal)
  • Babysitting
  • Household tasks for other family members
  • Running errands (with the exception of grocery shopping for the participant)


PAS services are provided for the individual only, based on medical necessity.

Parents & Legal Guardians: Get Paid as a Caregiver

Parents and legal guardians may be eligible to be paid caregivers under the New Hampshire 1915 (J) Service program.

 

If you care for your child or family member at home, PAS may allow you to:


  • Receive compensation for providing medically necessary care
  • Remain actively involved in directing services
  • Support your loved one in a familiar, home-based environment

 

A clinical assessment and Medicaid approval are required. Eligibility depends on medical need, program rules, and caregiver qualifications.
